EcoMotion’s founder has been in the business of planning, designing, and implementing municipal and utility programs for nearly 25 years, coast to coast and in many countries around the world. Flanigan held internal utility positions at the New York Power Authority and Los Angeles Department of Water and Power, in the latter capacity as Director of Energy Efficiency.
EcoMotion also offers a number of “turn-key” programs. These can be implemented readily thanks to EcoMotion’s program tool-kit.
Municipal Programs
Municipal programs typically involve bundling efficiency and solar technologies to help residents and businesses to reduce the ecological footprints while harvesting cost effective investments that benefit the community. For Solar Santa Monica, EcoMotion has developed “the comprehensive solar service” that includes certified providers of solar installations and financing. EcoMotion currently manages dozens of efficiency and solar retrofits, then highlighting them in the community.

Urban CO2 Reduction Project In the early 1990s, Ted Flanigan served in a planning capacity as a consultant to the Urban Carbon Dioxide Project, a project managed by the International Council for Local Environmental Initiatives which was a spin-off United Nations activity based in Toronto. In that capacity, he and other consultants worked with European and North American cities to develop plans to reduce carbon dioxide emissions. To do so, a process similar to what is being prepared herein was enacted: Data on current and projected energy consumption was gathered – for cities such as Copenhagen, Denmark and Denver, Colorado – and then analyzed. Then sector-by-sector approaches were recommended to cut CO2 emissions. Concurrently, the project was cultivating stakeholder and political support such that plans became policies, and targets went live.

- City of Palm Desert In 2006, for the City of Palm Desert, EcoMotion developed a potent program design for the City’s 30:30 program, a project fostered by the mayor. EcoMotion provided baseline values, analyzed current uptake levels of utility and state programs, and presented specific approaches to achieve the project’s goals. The planning effort involved extensive utility and energy data analysis, as well as a thorough evaluation of the current and planned building stock – including 11 housing types, municipal facilities, 24 major hotels, and 17 resorts. Specific and cross-cutting programs were developed to address each market segment and end-use to achieve the stated goals.
- Palm Desert SOLAR In 2007, EcoMotion worked with the City of Palm Desert to develop the Palm Desert SOLAR Strategic Plan, a roadmap for how a city can take a leadership role in the “solar revolution.” The plan sets for specific funding requirements as well as specific performance goals so that solar can help the City achieve its 30:30 goals.

- Mammoth Lakes EcoMotion provides strategic guidance on developing a community outreach effort there spearheaded by the High Sierra Energy Foundation. EcoMotion continues to support the innovative partnership there which melds community education and action on energy efficiency and geothermal energy.
- Working with Schools Ted Flanigan redesigned and was responsible for the implementation of the PEAK Student Energy Actions program, a comprehensive, standards-based smart energy management curriculum for elementary and middle school students. During his management of the program, the PEAK program concept was revamped and refined, its implementation capability was designed and staffed, and the program ultimately reached 50,000 students in five years with participating schools throughout California, and with pilot initiatives in Illinois and Sweden. Currently the EcoMotion team is working with Anaheim Public Utilities on its Solar Flag program, installing demonstration solar systems -- with complementary educational materials -- in elementary schools throught the city.
- International Finance Corporation The Philippines: One of the most interesting implementation experiences tackled by Ted Flanigan was in the Philippines. His charge was to design and implement the Efficient Lighting Initiative there. ELI was being implemented in seven countries worldwide, and the Philippines were considered by IFC managers as a major challenge. Through a careful design process involving local stakeholders and developing a local capability, the project was rolled out with fanfare and then success thanks to sound program design – that even involved utility incentive mechanism reforms – and well crafted utility, business, and government partnerships.
Utility Programs
- U.S. Bureau of Reclamation EcoMotion serves on the Cadmus Consulting team in an innovative project that aims to link water and energy efficiency programs to minimize transaction costs, and by bundling measures, optimizing the penetration of measures within large commercial, industrial, and institutional facilities. Ted Flanigan serves as the facilitator of the Project Advisory Committee, effectively drawing water, electric, and gas utility participants into the project to tap the synergy between efforts.
- Southern California Edison EcoMotion’s leaders guided and “powered” community outreach and energy efficiency implementation in the Six Cities Energy Project from 2002 – 2003. The Energy Coalition program managed by Ted Flanigan involved six leading Southern California cities and achieved 109% of program targets after State mandated “net-to-gross” ratios and third party evaluation. The program delivered 15 million net annual kilowatt-hours while catalyzing a community process to expand and penetrate more deeply. Recently, EcoMotion has served as a certified program partnership consultant for Southern California Edison.
- Southern California Edison and Southern California Gas The EcoMotion management team served in a management capacity for the 2004 - 2005 Community Energy Partnership which achieved 114% of its electricity and natural gas savings goals – largely by reaching into homes and small businesses with direct install programs. The Partnership involved working with ten Southern California cities with an aggregate population of one million, within a 120-mile geographic radius. In each City, EcoMotion’s principals organized special community events to promote efficiency and smart energy management.
- San Diego Gas and Electric The EcoMotion team led a SDG&E spring initiative to educate students about peak power periods. The project involved developing an activity book for third grade students on demand reductions – called “California’s Electricity Traffic Jam” – and then successfully delivering it to 135,000 third grade students within four months of concept. A classic “direct response” piece, the book drew hundreds of responses from students and their families.
- Pacific Gas and Electric Company In 2005, Ted Flanigan directed the Business Energy Coalition demand response project for Pacific Gas and Electric Company in San Francisco. The Energy Coalition program was rolled out and delivering 10 MW of peak capacity reduction to PG&E in record time. Flanigan bore prime responsibility for recruiting 34 downtown San Francisco buildings, contracting data acquisition and software providers to track load reductions, and managing a process involving dozens of building owners and facilities operators, several PG&E departments, and a team of engineers and program administrators. The project was heralded by PG&E executive management as well as the President of the California Public Utilities Commission.
