was instrumental in major relighting programs for MTA and the Port
Authority. In the late 1990s, he directed the Energy Program at
the prestigious Rocky Mountain Institute, later he was granted funds
by the John D. and Catherine T. MacArthur Foundation to track best
practices across the country and in Europe and Asia. He came to
California to serve as Director of Energy Efficiency for the City
of Los Angeles; later he managed major programs for the State’s
largest utilities. Flanigan publishes and lectures on a broad swath

Where the rubber hits the road . . . Russ Flanigan brings a strong sense of both project management and field experience to the table. As a BPI Certified professional, he is able to work closely with contractors and the “green trades.” For the High Sierra Energy Foundation, for example, he researched key-card controlled HVAC systems, paying special attention to rewiring and amperage requirements and limitations. For Solar Santa Monica, he has examined hundreds of rooftops while communicating “the straight scoop” to interested homeowners and businesses. He is managing the installation of ten demonstration solar projects for Anaheim Public Utilities. A van full of tools complements Flanigan’s capabilities to engender conversation and effective community outreach. bio
Michael Ware joins the EcoMotion team with a passion for being the “honest broker” of combined energy efficiency and solar power.
